Maybe it was because they housed alot of Politicians because The Former Governor of Louisiana Edwin edwards was there as well and he had his own private room.

Vick only received 2 years by federal guidelines he would go to the minimum security prison camp that is attached to Leavenworth and those camps are very low key and laid back for ALL inmates. And high profile or not the blacks are not going to allow the Mexicans to harm him because usually the group who is paid the protection money is the main one that is going to harm you..
