I don't think this is the whole story even if it's halfway true. First of all, when an artist is as big as Beyonce and Neyo, they have lawyers that get paid to work out situations like this. There are a lot of artist that start out working on a project together, but can't release the single because of legalities.

By the way, if a person takes a written song and put together the melodies and arrangements, they are just as responsible for making it a hit as the writer. If someone else would've gotten the song, even Neyo himself, it wouldn't have sounded the same; thus maybe it wouldn't have been the hit that it was.
