The OCA, a national organization in the United States dedicated to advancing the social and political welfare of Asian Pacific Americans, called on the singer-actress to apologize.
The group said the image "falls within a long and unfortunate history of people mocking and denigrating individuals of Asian descent."
"Not only has Miley Cyrus and the other individuals in the photograph encouraged and legitimized the taunting and mocking of people of Asian descent, she has also insulted her many Asian Pacific American friends," OCA executive director George Wu in a statement issued on Monday.
Wu said the fact that an Asian friend was included in the photo "does not make it acceptable."
Representatives for Cyrus did not immediately return calls for comment on Tuesday.

Asians only account for less than 6 % of the US Population, if I’m not mistaken.So why concern yourself? Many of them are huge on education and self –development as it relates to their people. Studies have shown in the past that they are afraid of African Americans and buy into many of the stereotypes that exists in America as it relates to blacks. They see the transition into the United States as a means of great success and freedom if you work hard enough. They feel that many of we African Americans are looking for a hand out, and studies have shown that our approach is far different. More than half of the African Americans population do not believe the American Dream works for them. Until we can turn this form of thinking, to align more with their form of thinking, we will forever play the blame game.
I don't mean to sound racist but I don't like Asians at all. They will do any and everything to be in the face of whites.
