In the early 1900's welfare was instituted based on charitable contributions to the poor in general. In 1935 Aid for Families with Dependant Children took over..and it provided government structured assistance to "families"..which also included men in the home. the problem is the program encouraged child birth to trigger to prolong benefits, and the suggestion that this had effect on the US population became a problem; there were also few incentives to join or rejoin the workforce, as entry level jobs
So basically, people recieving these benefits did not feel the need or incentive to work.
Fast forward. In 1996 Bill Clinton reformed the act to provide assistance for needy families that did not include a father in the home. With the focus being on children who could not care for themselves.
This does not mean that men had to leave the home in order for women to get a check. This meant that black men needed to get out and support their families via labor,in lieu of DEPENDING on a check for support. IT was intended to put families back to work...not to flee the home like a dead beat.
.Basically,the government was decreasing the funding and the qualifications. smdh Black men looking for escape routes view it the way that they relayed it to you in that way. Truth be told..time was allotted during this transition to allot for men to get a job!. Uneducated ignorant low mentality levels of thinking and reasoning looked for freebies and handouts.. Renew your mind.

@ deep_east_oakland_p: i know im late in the convo but i just had to comment on one of ur post. you state that women have full control of a relationship when that isnt true at all. a relationship involves 2 people. it is easy to say a woman allows a man to do bad/disrespectful things to her, but a man also has to take responsibility to have self control. i have never been a black woman to blame black men for everything, but i do feel that both black men and black women need to accept responsibility for their actions and work toward treating eachother better.
