I went to school in Alameda Ca which is a suburban Island town and yes I've seen the crazy prom outfits. These guys my sr year wore Irish kilts(sp?). I think the reason why whites and blacks get different reactions to the crazy outfits is because from my experience it seems the white kids do it in jest. They know it looks crazy, but want a funny photo/memory. Kind of like tattooing a mustache on your finger.
