Report the video and ask the mod to find out who uploaded the video and provide their IP address. The police would have no prolem in locating the original poster of this video with that information. MTO does not have the wherewithal to catch these criminals. Let's say they track the IP address. Well that really means NOTHING if the person posted it from an address other than his home. It will help but it is not definite. The best way to catch this person is for someone to report him, someone who possibly knows them. I don't understand why you people don't understand this.
